I's called "Steamboat Bill" and it came out a few years before the cartoon. Honestly the music is so good "Turkey in the Straw" (also never owned by Disney) is so catchy.

The subtitles are...... not the best, but you can get what it's trying to say. The walk cycle at the begging was a little zany what with the arms not moving, but generally pretty good. The art style's got a nice early 2010s feel to it.
